The Convenor welcomed all present. 2. Apologies were received from the above Members. MATTERS ARISING FROM THE PREVIOUS MEETING 3. The minutes of the previous meeting, 16th November 2007, held at The Albert Hall, Ballater were approved subject to the following amendments: a) paragraph 3 – it was noted that Don McKee had been present at the meeting at Kincraig. b) paragraph 62 – was amended to state ‘Duncan Bryden suggested that the Park Authority should be consulted on the Road application.’ c) paragraph 65 – Eleanor Mackintosh had informed Members of the success of the Park for All Conference as it had already taken place. 4. PLANNING APPLICATION CALL-IN DECISIONS (Oral Presentation, Mary Grier) 6. 07/446/CP - No Call-in 7. 07/447/CP - No Call-in 8. 07/448/CP - No Call-in 9. 07/449/CP - No Call-in 10. 07/450/CP - The decision was to call-in the application for the following reason : • The proposed change of use would appear to result in the potential loss of visitor accommodation. This raises issues in relation to social and economic development and promoting enjoyment of the area. Consequently, the proposal raises issues of general significance to the collective aims of the CNPA. 11. 07/451/CP - No Call-in 12. 07/452/CP - No Call-in 13. 07/453/CP - No Call-in 14. 07/454/CP - No Call-in 15. 07/455/CP - The decision was to call-in the application for the following reason : • The proposal represents a significant residential development within the Conservation Area of Grantown on Spey and on garden ground associated with the adjacent Category B Listed Building. The development raises issues in terms of cultural heritage, the provision of affordable housing, the character of the streetscape, and is of relevance in terms of social and economic development. The Members wished to make comments to the Local Authorities on the following Planning Application No’s 07/446/CP, 07/447/CP, 07/448/CP, 07/449/CP, 07/453/CP, 07/454/CP & 07/459/CP. The planning officers noted these comments and were delegated with the responsibility of whether or not to submit the comments to the Local Authorities. ANY OTHER BUSINESS 21. Don McKee advised Members that as there was likely to be a substantial agenda at the next Planning Committee (14th December) the meeting was scheduled to start at 9am. Don McKee stated that it would be appreciated if Members could read the planning reports for this meeting at their earliest convenience and if any Member had questions to advise the Planning Office as soon as possible prior to the meeting.
